To expand on that, PWM is a way to create varying output voltage from a source voltage by chopping it. For that it uses rectangular pulses of either 100% input voltage or 0% input voltage (ignoring special cases), with the subsequent device, typically a motor, being too slow to follow these fast pulses and smoothing them out.
