Hello Steven! The simplest way would be to open it with a software (even just Adobe PDF Viewer) and try to zoom in, if the image becomes grainy and looks like low resolution, it is not a Vector; if instead you zoom in and it maintains the curves and details, it is a vector

@@justinwong7301 If the file is already a vector it should scale correctly! If it doesn't, it means that it is not a vector, you should then ask to the designer for a vector version of it

@@harryrutherford3466 hello Harry, if you are trying to do that I would suggest to check online for a 'vectorizer', it takes jpegs and turn them into vector files (more or less) remember that this is not perfect and to have a perfect vector file you need to start from scratch from professional softwares like Illustrator
You cannot re-size vector files. You cannot re-size the drawing in victor format either. Vectors have no sizes! You can set the size, but you cannot re-size something that have no sizes.
