Wait a minute. Near the end of the video the presenter describes an unusual DOGSO situation. A person who enters the field without the referee's permission is not a *player*. Since this person is not a player, who gets sent off?
I rewatched the video but I am not getting where you heard that from. He never said those words. He was referring to a player that is outside the field of play. Anyways, if it is other than the approved players, any other person interfering with the play must be taken care of by the coaches or law enforcement present. Referees do not award cards to individuals who are not part of the game. If the coaches/club can't take care of the individual, referee can award the coaches a card, or abandon game.
