Normal round
You buy the weapons and utilities (grenades) that you want.
Eco round
Do not buy. Instead, you are saving your money.
When your team has little money, you do an eco round.
It is better to save money so that you can buy better weapons next round.
Force round
When you buy, even if it should be an eco round.'
You are forced to buy guns.
For example, all members of your team have just 2000 dollars and should really do an eco round. Instead, you decide to a force buy. Just call out "force" or "force buy" or "let's buy". Make sure that everyone is doind the same thing.
In summary, eco is saving, and force is buying even if you have little money. For example, a force buy can be kevlar plus a nice gun, like the P250. It is cheap, does great short-distance damage, and has a pretty low recoil.
It is also very important that you play the eco round right. An eco round is not meaningless. Do not have that mentality. Play smart, and try your hardest to hurt the enemy, steal their weapons, and, if you are the terrorists, to get the bomb down since you get money when you plant.
It is not a failure if you lose your eco round, if you managed to kill an enemy, stole a weapon, or just planted the bomb. Do not focus on your loss, rather think about the pain that your enemy suffered.
When playing an eco round, try to go together, two or more team mates in a group.
This is easy if you are attacking as terrorists, but more difficult when you are defending two bomb sites.
If the enemy team is good, and they think you are playing an eco round, they will spread out and try to get you one by one. So be careful, play smart, aviod large open areas, use cover, play around corners, be flexible. In short, do not be an easy target.
Be very careful when you pick up dropped weapons. I know that you really want to grab it, but that is usually when I get killed by the enemy team. I forget to be careful, because I focus too much on that weapon. Instead, try to be cool.
