I wouldn't disagree too much on this, but also consider the difference in the feature sets. Dev Box has a lot of self-service built in that Azure Virtual Desktop doesn't have. Things like deleting and recreating your VMs and the ability for dev leads to manage and provision templates for the devs. It's kinda like with Windows 365 vs AVD, if simplicity is what you want then W365 is your friend but if you prefer flexibility then AVD is a better choice. But if those self-service features isn't something you need then I too would go for AVD :) For me a lot hinges a lot on the pricing for Dev Box. If the pricing is similar like Windows 365 then I think Dev Box will be a tough sell. But if it's more consumption based, like AVD, then it will be easier to recommend
