I've been drinking saffron steeped in hot water for quite awhile. I find that grinding it up with a mortar and pestle first before steeping, though not essential, it seems to draw more content from the strands rather than just steeping them without crushing. Another way that I drink it, is to put the saffron into a bottle filled with water, that I then put into a device that carbonates the water. A day or two in the refrigerator either before or after carbonating, turns the water into a rich colored cold saffron tea. It makes a refreshing drink cold and the carbonation adds to it. Carbonated water is said to be good for health as well.

I bought a small package years ago from a big box company that more like sells wide variety of international herbs never had it before and bought a clearance price, $1.99, for 0.0141 oz.... In plastic. Add a glance they looked okay but when I watched your video I put them up to light to see the different faded colors. They were way past expiration date but I thought to still use them. Now I know better
