What is the reason for using NGR (Neutral Grounding Resistor) in a power transformer?

In multipoint grounded neutral power systems, common in the US, there is current flowing through the neutral-to-ground wire, under normal (unfaulted) conditions. Do you know how can line-to-ground faulta be detected in this case?
