Well it is conditional unlike ludens or night harvester, and has a longer cool down as well. It is strong though

Stormsurge is level-scaled 120-260 + 40% AP with 100 AP and 10 pen. If they die before it goes off, you get +30 gold (increases base bounty from 100-300 to 130-330) and it deals its damage in an AoE. Cost of 2900. Yes, Stormsurge can be reacted to because it's delayed. However, it can also eat big cooldowns because they think they're alive when they're already dead, and it now benefits from damage amplifier effects like Horizon Focus which previously didn't interact with Night Harvester.

It's not just the AP scaling of the active that's making it a problem, it's also: -Ideal single-item AP value (100) -Best flat damage (120-260) -One of the few remaining flat magic pen sources -Grants bonus gold if active is unnecessary -Cheap among APC finished items (2900 versus 3000-3300 elsewhere) Above is why it's a great first item for anyone with AP. It's also a great lategame item because of the 40% AP scaling and 260 base damage. I think the healthiest choice is to lopside it toward the early and mid-game, and to do that, crunching down its damage scaling is necessary.

Any champ who can get away with rushing stormsurge is really good right now. Incredibly strong item. I learned that the hard way yesterday laning against fizz... Was already a disgusting matchup for my champs and probably my most hated champ but not played a lot. The last 2 days he got roughly 55% winrate across all elos. Incredibly broken, gonna perma ban :D

@@izjgxj4275 fizz is also super good with this but he falls off vs tanks, elise is mostly %hp damage so she just has to scale with magic pen, 40 flat magic pen is the most she has gotten in years so with just 2 items and boots she is doing %hp true damage to most champs and once she gets rabs she will 1 shot any tank regardless of mr
