What is Web Content Under Title II of the ADA (and Section 504)? 

New rules updating regulation under Title II of the ADA and Section 504 of the Rehabilitation Act both state that "web content" and mobile apps must be WCAG 2.1 AA conformant, but what exactly does web content mean?
The definition of web content under the law isn't clear and even the fact sheets, which are supposed to be written in plain language don't use the word website.
