Biden didn’t resign, he has decided not to run for reelection. So he full continue as president until his term is over. Technical because the DNC hasn’t happened, someone else can earn the nomination of the Democratic Party, but because of how the VP has been positioned, it’s not likely. To happen.

The thing is Harris had been working with Quavo on gun violence and he has been to the white house several times, and she has been working with Meagan on mental health issues in the black community and the women's right issues to do what they want with their own bodies. So Harris has been working with them for the last 2 years on issues.
