Totally makes sense to me. Supermarkets do the same thing, by putting the cheaper items of a similar range of product at the bottom of the shelves, mid range at the top and above the cheaper items, and the highest price items at eye level, as that's what people will reach for first, and if in a hurry will more than likely just grab what's at eye level.
