Dr Doom is Smarter than Reed and my opinion The only reason Reed has ever beaten Doom is because of plot, Doom feats are way above Reeds and that includes his feats with science.
I'd argue that it isn't necessarily their feats that can be compared but Doom's ultimate weakness is his own ego. Doom is the absolute pinnacle of petty going so far as going to an alternate world where he had everything he could ever want, and killing that version of himself because he called his armor "ridiculous."
I'm glad you pointed out how out of character the skin armor was, the real DOOM wouldn't take deals with demons and sell out the people he cares about, this the dude who spent years fighting all of hell just to bail out his mom, he don't need their help
To me what makes Doom special is he is Marvel's ultimate tactician! Prepared for almost every if not all contingencies. He plays chess with his enemies. When you think you've beaten him it's a piece on the board moved in his favor. He's the ruler of his own sovereign country and once stole the power of the Beyonder (the first Secret Wars). His intelligence is on par with Reed Richards but more calculating and that's what sets him apart from most Marvel geniuses. He not only shows no fear when confronted by some of Marvel's strongest heros like the Hulk and Thor he has also been prepared for even some omnipotent beings like The Beyounder, Mephisto, and Thanos. Doom is a villain like no other where you never truly beat him but have to consider him not beating you a draw because he always gets something he wants from a interaction or conflict with you. Doom is Marvel's ultimate villain.
Having thought about it, the reason why I think Doom works as well as he does is because he's truly unique in the world of comic books. You could say "he copies doctor strange's magic", and "he copies iron man's armour" but everyone who knows about Doom understands that he doesnt imitate, on a fundamental level. His ego is so dominant that there's simply no way that he'd take shortcuts to greatness. He does it all and, crucially, he's 100% commited. There is no doubt. There is only Doom.

Hes an anti-hero. Not a villain. 2nd smartest in mcu 2nd best armor 2nd best magic Easily best overall. But his #1 motivation is that he knows for certain that the only way the earth will be a utopia is if he rules it. And the god of wakanda confirms it.

4:48 Perhaps I'm a bit out of line for saying this. Since I've read none of the comics.... I just researched Doom because he interested me. (And he legit does seem like a really fun character.) But.... I really hate this moment. Like you said, it was out of character. He spent his WHOLE LIFE trying to free his mother from Hell. And SUCCEEDED. Why would he damn another loved one to Hell exactly? Even for power, it just seems.... I dunno, counterintuitive to his character. Like, if he pulled a Medic from the TF2 comics. And double crossed Mephisto, that would have been much more acceptable. But, nope, gotta kill his girlfriend of cheap shock value... at the cost of the integrity of Doom's character....

Rdj has a decent chance to be chosen for actually being the best choice here. If i went down the list of descriptors for mcu tony, you'd be shocked how many apply to doom, he's cut from a similar cloth, just on a different axis, aimed more towards ruthless dictator than playboy philanthropist. It's also why they can play well off each other, without reed.
He's *like* someone who's deluded and says things like "The world can only be saved if I rule it" Except it's actually true and therefor he's not deluded and his Ego isn't inflated or overcompensating but in fact perfectly justified.

People complaining that motherfucking RDJ is playing doom need to shut up and stop whining. It’s RDJ. He’s gonna kill the role. The greatest actor in the entire series is coming back to play one of the most menacing villains of all time. Even if the movie is hot ass, you know it won’t be because RDJ didn’t sell the role well.
