Not sure but, the teaser thing does seem to heavily hint, if not scream, at Garou breaking his limiter. They are talking about limiters while he's fighting, insinuating the scene has a connection to the topic, though it does touch on monsters loosing control... It then points out that Saitama broke his limiter, only to start the original theme, further linking to Saitama, only for it to then shift it to something different and ominous while focusing on Garou. And Garou, the self proclaimed 'monster' seems to change but not change form, and seems to be in full control.. unlike actual monsters according to what was said earlier... At this point I would be more shocked if he didn't break his limiter..

Saitama removed his limiters, garou just breaks one by one that is why he is inferior to saitama.

I prefer to wait and see, wanting to believe that they will do a good job. Tomohiro Suzuki (screenplay) and Makoto Miyazaki (music) were retained. Another point that intrigued people is that Yusuke Murata, the artist who draws the One Punch Man manga, posted on his networks that he was not involved with this third season project. But this could be for various reasons, such as lack of time or the studio's work culture, and not because they "don't care," as part of the fanbase is insinuating.

garou doesn't remove his limiter. he just broke the limiter and when faced with saitama he gave in to the potential of his limiter and used his god given power. That is, even though the power he received from God continues to increase, he cannot defeat and surpass Saitama. Only one person understands this limiter concept and that is Dr. Genus who narrates in the trailer. The narrative spoiler appears when Dr. Genus discusses with Zombie Man. At that time, Zombie Man also wanted to remove the limiter and asked Dr. Genus for help. and additional spoilers in the webcomic version when Dr. Genus tries to remove Zombie Man's limiter, Zombie Man is captured by Metal Knight's evil robots, and there is a possibility that Zombie Man succeeds in breaking the limiter.

I hope S3's animation is better than S2, no need to force it to be as good as S1, because that's really difficult for sure.
