What’s the best way to build in tolerances between parts? E.g for 3D printing I can’t fit parts together unless I put a .3mm gap between models

Hello, I do have a question about the new user interface. What is the command bar below "The Ribbon" ? It seems to change depending on the tool selected. However, I do not want it and I cannot seem to get rid of it. It is located below the ribbon and above the file tabs. Do you know what it is called and how to get rid of it?
