You will sometimes see historians subdivide "secondary sources" into two groups: secondary sources and tertiary sources. In this instance, a secondary source would be a higher-level source (Peer-reviewed journal articles, original research by historians). A tertiary source would a lower-level source which essentially reports this information - everything from Wikipedia, textbooks, websites to television documentaries. Most historians, however, just simplify this and classify them all as "secondary sources" (which is what I do.) Hope this helps!

what about when you are writing about a current topic, how do you differentiate between primary and secondary source ?

If you are writing about a current topic, then you wouldn't be using the history definitions of primary and secondary sources. Under that scenario, you would be using "journalistic" sources which (as I understand it) would define a primary source as a "first hand account" or witness. A secondary source would be a report about that first hand account or witness. However, I am not an expert on journalistic sources - so you should double check. Hope this helps!

When can a source be both primary and secondary?

It depends what questions you are asking of the source. For example, a history textbook about the Middle Ages which was published in the 1950s is obviously a “secondary source” for the Middle Ages. However, if you were interested in how people in the 1950s learned about history or what they thought about the Middle Ages, then that textbook is a “primary source” for those questions.

I thought secondary secondary sources to be from someone other than the primary source not necessarily from a later time period.

You might be confusing journalistic sources which also (confusingly) uses terms "primary" and "secondary". However, in the discipline of history, a secondary source is something that reports on the past - so by its nature it will be from a later time period. Thus, a textbook about history is a secondary source.
