Please don't ask a complete stranger (or even your best buddy) how their wees and poos have been lately. That would be the epitome of embarrasing, for everyone involved. You are waiting for the ambulance, not trying to diagnose their illness. The health professionals will ask relevant questions later. Seriously.
You are correct - a health professional will ask these questions to the casualty if they are awake and conscious but if a person is seriously ill (which they would be if you have called an ambulance) time is important. If you feel comfortable asking these questions please do because by the time an ambulance gets there they might not be able to respond.
