Vietnam out houses the military made were a collection system. We had a collection pan made from an oil drum barrel to collected the poop, We would pull out the pans and burned them with kerosene to get rid of the poop waste.
The issue at my cabin, we have an outhouse that is 30 years old and we’re trying to play catch up from 5 years 😭 trying to figure out how to get it all to break down!
Your broom is available from railroad suppliers with a 1 ¼" scraper on the end opposite the broom. It is called a Railroad Switch broom and used to clean out railroad track switches. I use them around my place for different tasks.
Soil Cement: To eliminate mud holes around cattle watering troughs....you take portland cement and till it into the soil once you have remove the top level of grass and roots. A bag for every 5'x5' (25 square feet) mixed into the soil with a bit of water and tamped flat makes what is called POOOR MAN's Concrete. I suggest you can till up some walkways and add cement to eliminate the problems.
front panel under the toilet seat should not be exposed wood. A plastic or metal covering keeps the urine from being absorbed into the wood and causing a odor and rotting.
I think that is the issue in my off grid outhouse. Do you think outdoor spray painting the existing wood would help for the urine smell? Or maybe just add some metal I suppose. (Previously built by someone else)

I live in a brick built house in the North of England and because it was built in the early 1900s it had no toilet. That was until the early seventies when an extension was built for a galley kitchen and bathroom. We moved into it in 1985 and the bathroom was so cold because it was so far away from the fire. Even with house slippers your feet became cold off the concrete floor, my mother-in-law hated to have to use the bathroom during the winter. But even that is better than an outhouse, I've used them too. Now we have underfloor electric heating and what a difference it makes.
We have an outhouse on the property we just bought and I have no idea how to use it. Do you have to empty it, or does it pretty much just all break down?
The wood ash helps it break down some and covers the smell. We have had our outhouse for our campsite for 8 years. And it’s used seasonally. It’s not even close to being full or needing to be pumped. The less tissue you put in it then you have a better chance of it breaking down faster and not filling up fast. We have an 8 food deep collection pit as well.
"Off grid with Doug and Stacy" keep a bucket of sawdust with their toilet but they take it out and compost it. I'm guessing you don't want other people throwing ash around??
