Tends to happen that way for offlane when your support Alchemist spends all his money on a bottle for mid at the start of the game and has no stats or regen. No excuse for Ursa and Oracle though.

But damn kaya is still more mana regen? He shouldve just sold treads

wrong, kaya mana regen was percentage based, but hex mana regen was based on exact number lets say u have 10 mana regen with kaya (which is 50% mana regen amp) equal 15 mana regen per sec but what if u got hex? lets say u have 10 mana regen with hex ull get extra 4,5 mana regen, equals to 14,5 mana regen as simple as that pls cmiiw on the numbers tho, kinda forgot the exact numbers

oracle never tells you which power rune will spawn in advance. he only tells you which one it is once it has actually spawned and where the next one will spawn. DD rune was the one that spawned 2 minutes ago before arcane
