He dropped boots to reduce max manapool then pressed magic wand for burst heal+mana then he picked up the boots again, he gets more mana this way because it keeps the percentage before he picks up the item
Timber and Clinkz are indeed ops in this patch. Had played against Timber mid, he can zone all heroes alone. On the other hand, I've also played against Clinkz mid and I can say he is very annoying. The guy just spams his black sperm and right-clicks you. If you can't sustain yourself in laning, you're definitely be in deepshit. Of course, laning against Clinkz with magic heroes that spams can still fight with him. As for the timber guy, forget it.
