If you want body cam footage, just file a Freedom of Information Act Request from whatever Police Department you want Body Cam footage from.

You can film a person on their private property as long as you yourself are standing on public property. You can film a person inside their home from the public sidewalk or beach.

To get police body cam footage you need to place a FOIA (freedom of information act) with either city hall for city police or the county courthouse if it's the sheriff department. I think you can Google it to find how each State/County handles their own FOIA request. Pretty halirious "I'm usually not racist." It is important it understand that you can video anyone in public. But when it comes to "using" that video, there are restrictions. Most importantly, you cannot misrepresent anyone in a way that could defame them. For example, you could not film the ladies at the 5:00 mark, then use the footage to say that they are walking into an abortion clinic to kill babies, when, in fact, they don't work for an abortion clinic and they are just walking into city hall. Or, filming the fat lady at 4:01 and then doing a story about how excessive junk food consumption is causing a rise in obesity. That could get you sued. There are also issues of decency, and showing things that are morbid, gratuitous and placing someone is a bad light. For example, you film a celebrity involved in a serious car wreck, and get video of the medics stripping them down naked to treat injuries. You would get your ass sued for uploading that. There is also a grey area when it comes to making money off of the video. People do have a right to their likeness, and if someone uses your likeness for a comercial purpose, you must agree to the use (typically done with a 'model release"). A great example of this was an ad company in the 60's that used a Jackie O look-alike in an ad. They got sued and lost. But those vidoes between 4--5 minutes are totally legit. If people choose to act like idiots, then so be it, and you can play them. That these "public officials" feel so entitled to complete privacy is testament to their ignorance. Firefighters and cops have known for years that anything and everything is being taped and to act accordingly.

The request must include: The date, time and location of the event recorded; A statement describing the requester’s relationship to the event recorded; and If the recorded incident took place inside a residence, the request must also identify every person present at the time of the recording, unless unknown and not reasonably ascertainable. Under Act 22, the agency may deny the request - in writing - if it determines that a recording contains: Potential evidence in a criminal matter; or Information pertaining to an investigation or a matter in which a criminal charge has been filed; or Confidential information or victim information; and The reasonable redaction of the recording would not safeguard potential evidence. Fee Associated with Granted Requests Act 22 permits law enforcement agencies to charge a reasonable fee to provide a copy of an audio recording or video recording. The Pennsylvania State Police has established a fee of $100 per recording for a granted audio or video recording. How to Appeal a Denied Request The requester may appeal within 30 days of the date of denial to the Court of Common Pleas with jurisdiction over the matter (i.e., the court in the county where the recorded event took place). The appeal is filed as a Petition for Judicial Review and must include: A filing fee of $125; A copy of the written request and any written responses; and Proof that the AORO was served within five days of the filing of the Petition; If the event recorded took place inside a residence, the petitioner must also certify that notice of the petition has been served on each individual present at the time of the recording and on the owner and occupant of the residence, unless that information is unknown and not reasonably ascertainable. Submitting a Request All requests must be either hand-delivered to the Agency Open Records Officer or sent by certified mail, as follows:
