That "cheating" thing in Boruto was stupid, in the first Chuunin exam of the series they were supposed to cheat. I've tried to look at it as an "illegal ninja tool" but even that way of thinking makes no sense. In the first Chuunin exam, it was common for Genin to keep secret how their ninjustu worked and keep their weapons secret. And it was a real fear to reveal your trump card too soon into the exam to prevent people from devising a counter against you. Scrolls have always contained techniques in the series, and are used by ninjas who can't perform a particular hand sign or don't have the chakara. The difference in Boruto was that they shrunk it them down (henge) and put it in a beyblade shooter. When Jiraiya encountered Amerterasu, he sealed it in scroll, they same way they seal techniques in scrolls in Boruto. At the end of the day the chuunin exam is about outsmarting, and defeating your opponent, it not based on strength or guts. But your utilization of strategy and tools, because in the real world a ninja would do whatever was necessary to win. Consider that Shikamaru was the only Genin to pass the Chuunin exam during that arc. Naruto became upset because his son didn't progress by his own efforts but took advantage of a tool.
