When Blastoise got access to Shell Smash in gen 8, Mega Blastoise got banned from Gen 8 Nat Dex OU, and is still banned im gen 9 nat dex OU, residing in ubers whee it is still actually pretty good. It's coverage options are incredible, with Dark Pulse, Water Pulse, Dragon Pulse, Terrain Pulse, and Aura sphere all gaining a boost from mega launcher, making Aura Sphere basically equal in power to any focus blast, but with perfect accuracy. Additionally, access to Water Spout, Hydro Pump, Surf, Flash Cannon, and Ice Beam/Blizzard, round out it's offensive movepool and let it fit into rain amd snow teams rather well. On the support side, it's pretty bulky and it has access to Fake Out, Rapid Spin, icy wind, and Haze. It can even run mixed or physical sets with access to Earthquake, Rock Slide, Liquidation, Zen Headbutt, and Crunch. When boosted by Shell Smash, any move it uses can be a serious threat.
I remember I first saw Wartortle in my FireRed playthrough (the first Pokemon game I've played) and I immediately regretted not choosing the water starter (I had chosen the fire starter). So awesome and pretty.

They should have put that *20 points* in the HP instead of the attack stat. He clearly isn't used for its attack, just make him more bulkier in health aspect. _What in the hell are they thinking?!_

Probably in the next Gen they will allow to bring back Megas for competitive, I doubt they will bring it to Scarlet and Violet in the future but who knows
Of course, maybe you didn't know, Blastoise knows how to use water spout, in 7th generation. It only learns it through chains of offspring from the 4th generation with remoaraid and in the 5th generation, from the remoaraids.
It gets it as an egg move from chain breeding Wailmer-Remoraid-Squirtle. It also gets Aura Sphere and Dragon pulse as egg moves from Clauncher in gen 6. In gen 9, you can actually only pass Water Spout onto Blastoise via the Mirror Herb and a Kyogre, meaning Squirtle eggs cannot hatch in gen 9 while knowing the move.
The only way Blastoise learns water spout is through chain breeding. Breed a Male Wailord knowing Water Spout and a female Octillery. Keep breeding until you get a male Remoraid knowing Water Spout. Then breed a female Blastoise with the male Remorade/Octillery.
I want them to make the biggest change possible (aside from converting g-maxes into megas); go back to all the megas that got points in their weaker offensive stat and redistribute it, for Blastoise it would be move the 20 from attack into health.
You can't change the HP of Mega Pokemon. I think its power is strong enough so I would dump the attack stats into defense bc most of turtle pokemon had very high physical defense stat
