The 90's techno raves never had this dance music in them. It was and still is underground. Europe is the capital of techno. Scooter was probably the only true techno/ hard-core techno artist to make it big.

Back then, the non-techno people used the term for everything. Kind of how EDM is used today, although EDM is a pretty good catch-all term
