Video Context:
In short the man along side Tenshi was 1 of the people that took her in. However it was the partner (specifically one called Katia, as this dude has like- 3 women my guy) and so Tenshi was his least favourite kid he had to handle, hence he forced her to learn how to use the weapons in hopes some use of her could be possible, often pushing her limits too far.
(I swear it makes more sense when I discuss it with friends 😭)
