Best option for Indians is go dubai throgh Travel Tringle . Best package for 4D/5N incliding flight to and fro form Delhi, visa fee, 3 Star accomodation, visit to all tourist places including half days visit to Abu dhabhi, daily breakfast, 3 free dinners only for 42k. We did it.

@@sharvilghanekar it's a good location. I only stayed for a night at Ibis Dubai mall of Emirates and then 2 nights at Novotel next door as Ibis room size is small for us. Metro is also within walking distance.

There are many free WiFi places but not everywhere. Also, some places you need to have a UAE number to connect with the free WiFi ( like bus stops and metro stations) but airport and malls you can connect without uae number as well. Its always better to get a local sim when travelling abroad but don't buy it from the airport as that would cost you AED 50 or maybe more so buy from a local mobile store or grocery in AED 10-15
