For western women, the shoulders are extremely attractive, and the collarbone is part of that from the front, but also shoulders from back showing the width of the back is sexy. So face, shoulders, hair, height in some cases for women with a complex, waist-to-shoulder ratio, and butt. I don't think women think about thighs at all until they see a man that has sexy thighs. The question is, what are sexy thighs. That is all in the eyes of the beholder. It's not about having the most muscular thighs. It has to do with a ratio/shape.

I'm American and from my experience it depends on the person which part they find sexy. Something I didn't find sexy before dating someone might be sexy to me while dating because for me I get more attracted to the person the more I know them. But there are things like smell and accent that are unique to the individual that can make even the most ordinary looking guy extremely sexy. Facial expressions can also make someone look sexy such as the look of a hidden secret or seduction.
