to get the weapon you need to get the pleetzkys will talent or whatever from the quest in etrea so its likely that he didn't have it and because such it did that instead of actually giving him the weapon.

@@nightlywatcher doesnt matter if bleed got gutted that pve is m1 only thats mean it has at least 100 heavy so that should be able to 1 shot carbuncles
