Without a doubt he's definitely the strongest. The words " even I cannot defeat the grand priest" says alot about how powerful Whiz is. If he knew someone more powerful than himself then he would have used that person to contrast the grand priest's power...Also the way he analyzed how Goku transitioned from UI defense to offense everyone was listening to him as if he's the only one who understood what Goku was going through.

Not only that but Whis was also keeping Broly busy by himself after Frieza was beaten. given it doesn't show for how long (or if he even threw a punch), but still shows that even power that can go toe to toe with SSB Gogeta didn't really faze him that much

You need to remember that Whis trained Beerus to become the strongest God of Destruction and Goku to become Ultra Instinct which brings you to say Whis is the strongest of them all.

I honestly always found Whis interesting but it never does state if Whis is the strongest angel. Honestly I don't think Beerus' agile abilities makes him the strongest, because remember back from the fight between Krillin and a frieza soldier; Krillin dodges a punch not because he was stronger but because he had enough experience underneath his belt to see that the attack was taking longer then he had thought. Beerus, knowing how long he has been alive, could have done the same thing in that manga fight.

I personally think that first four of five strongest warriors in all universes which Whis mentions are... 1 Grand Priest 2 Kusu (the oldest among angels, angel of 10th universe) 3 Vados (Whis calls her older sister and seems to have quite respect for her, personally i think Vados is stronger or they are equal in power as they are angels of twin universes) 4 Whis If my theory about equality of power between angels of twin universes is right... then Whis would be 5th strongest and on the spot between Kusu and Vados we could set Camparri the angel of 3th universe which is twin universe of 10th universe. But i think in this case we should not consider Zeno as one of the strongest warriors... And here's why i think so. Whis said that Grand Priest have one of the five highest BATTLE POWERS in all universes. It's important... because we don't know how big is Zeno's battle power. He does have ability to erase anything in all universes or even whole universes at once... but his battle power? Might be very low. As during ToP and even fight between gods of destruction which was in manga but not in anime. Zeno had quiet a trouble to observe those fights... in anime (not sure if in manga too) Grand Priest had to give each Zeno a GodPad (some sort of IPad of DB universe) so they could replay the fight scenes in slowed motion.

Whis stated himself that Vados is stronger than him. Also Belmod is the strongest G.O.D they stated that in the anime and manga. Sure Beerus beat them but it was by UI and even then he didn't master it.

Whis definetely is up to something, he would have NEVER told a BATTLE MANIAC like Goku that Daishinkan is one of the five strongest beings EVER TO EXIST OUT THERE without him plotting Goku trying to reach Daishinkan's powerlevel.

I don't think Whis is the strongest. In fact the way he and Vados talked at one point its implied she was stronger. I can't remember the exact episode but Vados was talking like she was stronger and Whis replied That was 1000 years ago sister. Now maybe Whis got stronger or it was just him trying to sound cool in front of his sister but it does prove that Vados at least at some point was stronger then Whis. Just because Beerus is the strongest God of Destruction doesn't mean Whis is the strongest angel. The other gods might just be weaker then their angels, far more then Beerus is to Whis

Whis is not one of those five and zeno is not one of them either. Whis specifically said "battle power". Zeno has the highest power we've seen so far in dragon ball, but he isn't a fighter so he doesn't have a battle power. The only thing he can do in a fight is just erase his opponent. So if his opponent has a way to counter his erasure then zeno would be completely screwed. We dont know enough about the angels to know even if they vary in their power or not. For all we know they were made with the exact same level of power and abilities. Although, i suspect this isn't the case. But one thing is for certain, whis is no where near being one of the five strongest battle powers in the multiverse. If he was then he'd be infinitely stronger than all the other angels and he wouldn't have said he couldn't hold a candle to the grand priest.
