Short answer: yes. There tend to be thousands of agents so yes and no, but they have many different jobs, so when needed they can redirect agents to protect another person. The secret services job goes beyond just protecting they have to go through every threat to the president online and monitor them, they also sort through the president and Pentagons news to stop any bombs or deadly stuff from getting through, they job is also to monitor most large government agencies buildings such as the White House, capitol and Pentagon, so there tend to be thousands of agents on the ready when needed.
