UR is how consistent you tap, not how accurate. It also only counts each hit; misses are ignored. In this case, WhiteCat and mrekk are tapping pretty much the same, it's just that WhiteCat needs offset as his map's mp3 (most likely) isn't in sync with the map itself. I'm not sure why but if you watch his streams you'll regularly see him have this problem. Basically you can get 50% acc with 5 misses in a 500 object map and still have 50 UR, and on the same map SS with 80 UR. Of course this is an extreme scenario but on generic maps where tapping isn't the hard part, I usually prefer to look at UR rather than accuracy.

@@GateGuard If what you mean by "together on time with the beat" is accuracy-related then it's not true. A common misconception among many players is that UR translates to accuracy, but they are independent. UR measures how close your hits are together regardless of the timing on the hit error bar (or UR bar), while accuracy just measured how many notes are tapped in the 300, 100, 50, timing windows (including misses of course) irregardless of where on the timing window. UR's formula is "essentially the standard deviation of the hit errors (in milliseconds), multiplied by 10." (taken from osu!wiki) Therefore, you can hit all your notes really early (giving you a 50), and still get 0 UR (technically speaking, practically impossible) if all your hits are in the exact same timing. This is explained in the official osu!wiki in the Accuracy section under the Gameplay article, and if you're interested to see how the game works you can visit the website. You aren't completely wrong though: You can hit more 100s while on average having closer hits (doesn't matter if it's close to the center of the hit error bar) and beat mrekk's UR because mrekk's hits on average deviate more.
