Yes, they have a looper but it's not the phone. It's a ‘low-fi’ sound that some people enjoy. It's similar to what Foster the People does on Pumped Up Kicks but they use a microphone that makes a similar sound. There is a microphone called The Copperphone that makes this sound. Newer microphones have a high range of frequency where the older microphones like in a phone had a very limited range of frequency. Another way to achieve this sound is to use an equalizer that allows you to select a frequency range, cutting out the higher and lower end of the range. In the case of Pumped Up Kicks I think he's singing into harmonica microphone like the "green bullet' made by Shure. If you listen to very old songs from the early 1900s they sound like they were singing through a megaphone. It's just a vintage sound that some people still toy with.

One more point, I don't think they use the phones on this song. They did other songs in this set where they used it. Watch the 3 minute 15 second point of the video called Whitehorse | Killing Time and you will hear the phones.

People are different. I have no idea what most of my favorite songs are about. I don't listen to words or care about the story. I just feel it.
