I love how this feels like someone "official" from the government, completely out of touch with the real world and unfamiliar with everything going on, came in and tried to run some kind of demographics audit of the town. There's a lot of things I never expected Skyrim to need but this one is up there. We need a whole lot more of these.

And he is looking through the sewers for homeless people, and he's ambushed. After murdering that guy, he looks through his stuff and decides that, even though he's dead, he counts as unemployed. I would watch a TV series or a movie about this.

Having worked a season as a census enumerator this series feels so spot on to my experience with sometimes having to make increasingly esoteric calls on how to report. Especially for hostile or uncooperative people or locations. I’d love to see more of these. Given how the unemployment in Ul’dah in FFXIV is a major plot point in the story I’d get a huge kick out of knowing the real number.
Do it. The sooner we put this guy through an MMO capital city with this the better- even if I went with dear old Limsa. Ishgard could be fun too, as could the spoiler-heavy Crystarium. -Or hell, post Stormblood Ala Mhigo.-
if he counted the refugee camp right outside the walls that number could easily be in the 20% range. Austin should be a lalafell working on behalf of Her Grace.
I believe there may be a misunderstanding by the auditor that has skewed the results - the Battle-Borns and Grey-Manes are not mercenary clans, they’re just regular clans. Local rich families feuding over politics. Some of them have jobs but a lot of them are just prancing around in armor as a hobby.
The battle-borne clan own a farm. So technically they’re just business owners as well as imperial informants who were paid well while working as soldiers for the Imperial army as well. As for the grey-manes obviously the richest of the clan is the blacksmith who is quite literally skyrim renowned (spoken about by blacksmiths all over skyrim) if not cyrodil known too meaning people pay some real good money toward him also getting paid by the companions for all their custom weaponry. Edit: He also makes all the jewelry his wife sells as an added business. Counting the preacher as unemployed is also skewed. As heimskr makes quite a bit of money ‘street preaching’ as he owns his own home and in fact is often a target in thieves guild missions.

"Clan" means "family" in this context. The Battle-Borns and Greymanes aren't mercenaries, they're just the local old-blood nobility. Their income is therefore likely derived from land ownership, as is almost always the case with aristocrats.
I love that you could have just used the wiki to make sure you find every NPC, and get an official count of the guards; but instead you run around meeting people that you have already meet. It gives it a really realistic vibe
I don't know why, but the sound of coughing/clearing your throat combined with the sound of paper being moved/worked with is about as "government hearing" as it gets. Really sets the atmosphere. If you can call government hearings an atmosphere.
They don't though, not in the unemployment numbers anyway... kinda sad to think how the government changes the definition to push the unemployment numbers lower and lower. It's kind of the only thing that broke the gag for me, a _real_ bureaucrat doing an audit for the unemployment rate would be doing everything in his power to add to the "employed" numbers whenever possible, and removing people from the "unemployed" numbers even when they shouldn't.
The examples being the children, saying that the unemployed kids are "unemployable" but turning around and ticking off employed for the girl that works with her mother.

A way you could count the guards effectively is to get pickpocketing to 100 and get the perfect touch perk, then take off their helmets to know you've counted them. Also these videos are great
While the dead certainly wouldn't count, there are multiple places where the deceased don't just sit around decomposing. We have zombies and ghosts who practically guard graves, which could be considered unpaid labor and honorary work. After all, they prevent intruders from desecrating and robbing graves.
It reminded me of an old video called Corndog “I gotta get up at five-thirty in the ****ing morning, go to a smelly-a** gas station and work with a ****in’ terrorist!”
If you wanted to keep track of the guards, take the pickpocketing perk that lets you steal equiped items. Then, when you count a guard, take off all their clothes.
The problem is the game does not actually consider them "individuals" since they are "mob" entities, they respawn and despawn as the game determines how many should be there. While a lot of these methods could work, they may "fail" during the count as the guards get replaced with new ones in a manor that cannot be tracked.
Perhaps the funniest part of this whole thing was actually being able to download the report. I read it out to my girlfriend and we both were howling. Amazing video!
There are a few issues with this. First, Battle-Born and Grey-Mane clans are not mercenaries, they're just families. Idolaf Battle-Born just wanders the city - unemployed Olfrid Battle-Born is too old to work - N/A Avulstein Grey-Mane never leaves the house - unemployed. Vignar Grey-Mane acts as a consultant for the Companions, at best retired. The man that follows him around all day, Brill, is unemployed. I also believe that Amren, Ysolda, Jenassa, and Uthgerd should be classified as self-employed. Amren provides training for a fee. Ysolda is an independent merchant. Uthgerd owns a house in the city and does independent mercenary work. And if Nazeem and Ahlam count as citizens while living in the Drunken Huntsman Inn, then Jenassa should count too. Lilith Maiden-Loom owns the stables, not retired. Ahlam and Jenssen both work at the temple. Just because they are not priests doesn't mean it's not work. And I believe you missed Gloth, who works at Pelagia farm. Assuming you correctly counted the number of guards, the unemployment rate with my information would be 7.8% (rounded up from 7.777 repeating)
Gotta ask... Does the jarl count as employed? I'm assuming so. If so, then they also need to be taken into consideration for the calculation, therefore changing the total unemployment percent.

I did use Magelight, not as a light, but this Angler Fish to lure enemies away from doors and hallways. (With the Illusion Quiet Spellcasting Perk.) Shooting arrows are good, too, but for Mages, Magelight is also good.

Its tech level depending on each province differs from dark age to late midieval, and that’s assuming magic doesn’t prevent child mortality and also they have potatoes. By all means Tamriel should be very dense, but maybe they only have 2-3 kids.

First off, you _can_ keep track of guards; plant a unique arrow on them, going up one for each new guard you encounter (tell them apart by checking their inventory). Secondly, the districts have names: Plains, Wind, and Cloud.
Yep and he forgot that Rorikstead and Riverwood are considered as a part of Whiterun. I will add he forgot the Western Watchtower and that other guard post near the Loreius farm.

I want to mention Avulstein Grey-Mane should count as unemployed as he is in hiding from the Empire. Which controls Whiterun at the time you are in the game. As such he never leaves the house he's in. Which of course means, that he is unemployed.
8:37 But Uthgerd does have a home in Whiterun! If you recruit her as a companion you can take the key from her inventory and sleep there and take some things. It's a rather obscure feature in Skyrim, (being able to by all means, live in the home of one of your companions) despite the fact that it's hinted at in the loading screens where it says that you can take the belongings of people that like you enough. Her house is to the left of the front gate near the Gray Mane and Battle Born houses.
Doesnt mean shes employed lol. Honestly it makes no sense she owns a home considering she only uses it during the civil war battle, and she doesn’t work. Unless it was passed down to her i suppose.

It seems shes just meant as a surface level sad warrior who hangs out at bar all day after her failures character, waiting to brawl and join the player. I'd argue that she is employed, but self employed. She was trying to get into the companions and was denied due to the accidental death thing, but she's still a warrior for hire. And a warrior for hire, or "Mercenary" if you will, is still a job. Maybe not stable, but a job.

I have no idea what this is in reference to. The only spikes I can think of are on the subway vents and they're necessary because sleeping on those will clog them and start fires.
@@Thedarkbunnyrabbit Look up hostile/anti-homeless architecture. They put bars on benches and spikes on most raise flat surfaces, some even have 45° angle surfaces, so people can't lay down.

usually someone who is very unfamiliar with the game and its lore gets me quite frustrated, but i think it actually really helps the role in this scenario. a random census officer wouldn't really know anything about the town or care. this is very entertaining. i enjoyed it a lot also i'm glad you didn't end up counting loreius farm bc it's on the border between whiterun and the pale BUT technically part of the pale
Just for you if I ever make a game every NPC will have a dialogue option where you ask if they're employed. Also it'll be a real time game like animal crossing with changing employment status
Based on the context clues of pen clicks over multiple videos and you dropping your pen in this one, I can confirm you are writing an entire book or filling out surveys on individual pages. I love how committed you are to this for us, more than just check marks and a short synopsys for each town.
What gets me the most about this vid is that the first time I played Skyrim I got so immersed in doing mercenary work to feed my kid I adopted off the streets it made me think how my character is technically an employed citizen of whiterun.

I believe there is a console command that allows you to rename stuff, to keep track of the nameless guards you can easily give them a number so you don't risk to count them twice
Some of them change or take occupation depending on how the game progresses: - Sinmir will become head of the guards, if Whiterun is taken by the Stormcloaks. - Ysolda will take over the Bannered Mare (which she plans to buy anyway) if Hulda dies (dark brotherhood quests anyone) - Uthgerd has a house in town, and after a short quest (which involves a fist fight) can be employed as follower/bodyguard. - While Heimskr is preaching, he neither gets a wage nor takes donations, so he isn't employed per se, but it is common for him to take on the occupation of "dead" (usually with help from the Dragonborn)
Ysolda will take over almost all the shops if the person dies, she has all the merchant knowledge :) Also the last one cracked me up. I don't care about Nazeem, I would just really love to kill Heimskr and Mila Valentia
Please someone make this man a mod to put a glow on every person he checks. Green for employed, red for unemployed. He's working way too hard and deserves some help. It must be crazy annoying to have people constantly move around and lose track of who you already checked. I want you to be able to mark them and have it stay between loadscreens. This would help alot with situations like counting the guards. None of them have unique names and there always moving. I would get so lost lol. Modders make it happen for this man. He's far to marvelous.
with Mila , her "working with her mother " could actually just be her hanging around the shop. we never see her do any real work, and her mother is a single parent and may very well just be watching her daughter while she works.
She seems a bit young to start doing actual smithing, but at her age she should be able enough to help out cleaning the workplace. As it is common in pre-industrial societies for children to take over the business from their parents, she might as well be in some form of internship or school-based field placement. I guess most of her apprenticeship at this point is focused on theory and obervational study, with mechanical labor added in a few years.

From UESP, the foremost resource on the people of Skyrim (and all of Tamriel, for that matter): Lillith Maiden-Loom is the owner of Whiterun Stables, and is Employed. Olfina works evenings at The Bannered Mare, and is Employed. Ahlam, however ineffective she may be, is a healer at the Temple of Kynareth, and is Employed. Not sure if Tilma the Haggard (Companions maid) was counted. (Employed) Uthgerd the Unbroken does live in Whiterun, and is Unemployed. (Thanks to Black Juice for the tip.)

Uthgerd the Unbroken does live in Whiterun meaning she should be counted as unemployed not an out of towner. Even though she spends all her time at the inn, she actually owns a house in Whiterun (it's connected to Amren's house which forms like a duplex which is probably why you missed it). Also I would argue that Jenassa the mercenary who is always at the drunken huntsman should count as a whiterun citizen seeing as she never leaves. Also Olfina Gray-Mane works at The Bannered Mare and thus should be considered employed as well.
Small correction: Uthgerd the Unbroken is indeed a resident of Whiterun. Her house is right next to Amren's. She doesn't seem to have a job though, so she should be counted as unemployed.
I absolutely love this video idea! I don't see how Gray-mane and Battle Born are mercenaries. Battle-Born owns a farm, on of the sons is a bard; Grey-mane works a jewelry stall, the young lady works at the Inn, one is a blacksmith.
Yeah, I think he's not very familiar with Skyrim so he doesn't pick up on a lot of the things that come from random interactions, like John being an unemployed aspiring bard and Olfina working at the Bannered Mare. Also, Uthgurd lives in a home in Whiterun which he missed, and that old Maiden-Loom lady owns the stables.

Alham works as a healer at the temple so yeah she’s employed. Also, the Battleborns are mercenaries turned farmers and the Greymanes are warriors turned artisans. Uthgerd is a freelance mercenary so she’s also employed. Ysolda’s job is drug dealer so you’re right she’s unemployed. Also, since Amren can train you in One Handed Combat for a fee , doesn’t he count as self employed.
It seems like ahlam might just be volunteering at the temple while her husband is the breadwinner of the household, I wonder what that falls under legally.
I found a way to tell guards apart but it involves enchantment and the pickpocket perk "Perfect Touch". You have to enchant weapons, name those weapons. Pickpocket all of the guard's current weapons, and place your named weapons into their inventory. They will use the new weapons you give them
I think Ysolda was employed, at least I could swear one of the stalls in front of the inn was hers 🤔 she simply wants something bigger for herself, so she talks about wanting to learn from the khajiit caravans about trading and needing the mammoth tusk for that, she also is considering buying the inn if she can get enough gold for it
This is really cool. Absolutely love the idea. Is there a housing market version of this? As in do we have enough beds for all of these people? I would imagine the guards share beds as one is up and working another takes the bunk, but that could also lead to lice or other parasite infestations. Fleas and the plague could also come to mind. Lastly, how a city handles it's sewage; see cholera outbreaks. I noted the eatery version of this, and loved the health code violations associated with ventilation. You have quite a mind, keep up the good work!
The information presented in this video allowed me to finalize my investment decision in the Whiterun Hold. I would like to thank the bureau for it's continued service to local communities and look forward to its report on the economic status of Rattay in the Sasau Region. I think Amren counts as (self-)employed. He's sort of a freelance mercenary, and spends a lot of time away from home, much to the chagrin of his wife and daughter. Ysolda's employment status is something of a grey area. She's not officially a merchant yet (unless she takes over for Hulda or Belethor), but she does do some trading ... and some smuggling/drug dealing, which is arguably a job (more honest work than being a landlord in any case!).
I agree. He marks a lot of self employed people as unemployed for some reason. Amren feeds his family through mercenary work, he says as much. It's why he wants his father's sword back, since to him it's a symbol for taking care of your family since him and his father do the same job with the same goal.
I think the 'ignorant government worker' persona gives him a lot of wiggle room for stuff like this. On the books, Amren and Ydolda probably count as unemployed.

I like the New Orleans idea having been there. I don’t have anything against the town but my visit was nothing like I expected lol. The streets smell like a dumpster and I know it smells like one having been a groundskeeper at an amusement park. I step outside a nice restaurant for a cigarette break and I had a literal crackhead stumble all over me ( He admitted he was on crack. At least he was honest.) but funnily enough he noticed I had a Skyrim tattoo and we had a full conversation about him owning the mask of Clavicus Vile that he had with him (it was a guy fawks mask) and debated which daedric item gave the best advantages in the game. I gotta give it to him, he knew his shit. Then he awarded me his mask of Clavicus Vile and went away. Then there was another homeless guy who sat in the French corner with his bulldog sitting on a towel with a bowl of water and a hat sat infront of them for people to give money. Now that’s a good tactic cause who can say no to a dog? Anyways, very memorable visit. Then a hurricane struck the area a week later and I didn’t even know that is was coming lol. It was cool seeing the crowded airport I went through on the news where when I flew back the airport was empty. I hope all those homeless guys were ok.

It is likely that Sinmir is a “wanderer adventurer” mercenary style possible. He also becomes commander if the storm cloaks take over Whiterun. Meaning the jarl must know them through extensive work.

Great video! I think my only complaint is that Riverwood is also under Whiterun’s jurisdiction as well as Rorikstead, or are you saving smaller villages for their own census? Would love to see the rest of Skyrim though, Riften is probably a mess employment wise 😂

Going over your documentation, I have had a follow-up with some of the citizens of Whiterun regarding Olfina Gray-Mane, and one Ysolda informed me that she is actually an employed member of the Bannered Mare, primarily working night shift. I have heard conflicting reports where she may work as the Housecarl for one Jarl Vignar, but as Balgruuf is clearly the current Jarl, this appears to have been heard from the ramblings of one (or more) Stormcloak sympathizer(s).
You could maybe pickpocket items into guard pockets to try to keep track of them? Idk if they have a persistent inventory such that this would work, but worth a shot. Hopefully it does because Markarth, Solitude and Windhelm are going to be a nightmare.
@@diablo.the.cheater That works. Alternatively, some ability to freeze NPCs in place (such as a timestop power) can do the same job of keeping every guard and NPC still, for counting purposes.
@@diablo.the.cheater I think this has the same inventory persistence issue. If their inventory resets whenever you aren’t looking then this also won’t work. Dude’s paralysis idea would work pretty well honestly Pick in some type of Netch Jelly potion and boom
