Going by what we just saw, Julian is significantly weaker then Whitty, as portrayed in Underground x Overhead, Julian popped his “Ballistic” mod midway through and was unable to maintain it for the rest of the song except near the end there, while Whitty pops his Ballistic in song 3 and keeps it active for the entire song.
The way I see it is that Julian is able to bring out his "Ballistic" at will and with more control but, it is weaker and (maybe) harder to maintain. Whitty only brings out his "Ballistic" while he is experiencing high levels of stress or anger. This makes it seem to me that Whitty does not have good control over it. This is why a lot people interpret him literally exploding out of being unable to control neither his emotions or his powers. Also, this is why Updike and his organization are after Whitty, he has no control over his destructive powers. Meanwhile, Julian just seems to be getting more serious or having fun with BF when he brings it out. TLDR I believe Julian's "Ballistic" is weaker but, he has more control over it. Whitty's "Ballistic" is stronger but, he has little to no control over it.
It seems more loke Julian has more control over his ballistic and its more powered by his joy and excitement as compared to whittys anger and stress fueled ballistic

They both rush at each other at high speed,starting off with whitty grabbing Julian's arms and forcefully pushing him back,however,julian pushes back,kicks whitty in the stomach,and pins him to the ground hard,whitty then starts to feel his hand choke him,julian prepares to slash at whitty with his claws,but suddenly,a demonic version of whitty then emerges out of whitty's body,looking just like him,but with pitch black eyes,red puples,left sleeve torn up,and jagged teeth. Julian:WOAH,WHAT THE- Gf:madness?! Madness:you should not have messed with us! Julian starts to back away from the demon,but he then notices whitty's body on the ground,motionless,red and orange mist flowing around his chest,and lifeless eyes with an orange and grayish color,julian then runs off and take a turn to the right,after he ran off,madness deeply sighs in exhaustion and relief,he then walks back to whitty's "lifeless" body and sits down as gf is backed up against in fear,thinking that madness would attack her at any second,but still nothing,madness then transforms into a willow whisp and quickly descends back into whitty's body,as the spirit starts to fill his veins,he wakes up in a panic as his flashes in a bright glowing orange,he notices that julian left,but he decides to stay in his position to recover. 3:25 I can't tell if I like Whitty being affected by Julian's ballistic mode more or less than him not. On the one hand if he isn't then it's a buff/debuff for them because of how it affects them because they're different people. On the other hand if it does then it means that Whitty's is always a curse for him and doesn't have anything to do with his emotions.
They're meant to be looking at BF, who is super short, but their sprite sheets weren't changed, so they're still looking down (they kinda look like they're looking at GF).
