Well actually, Angels arent born like that, they get "hired" by the Grand Priestz and then it changes their appearance, like that Angel in training, so Goku could become a Angel if he wanted to.

So guys I think that angels like Whis cannot modify their bodies. For example the oldest Angel is literally a female looking child while Whis looks a lot older than her despite being younger. So my take on this is simple, angels are always the same as they were when they were born. They can’t modify their weight or height their muscles or face, but they are still incredibly powerful.👍🏻💀
