I have no clue what they are doing, but I have seen them drive in 3 circles before turning around.
I am just kidding. I know they're pissed off thieves who aren't even very good at being a thief, so now they throw tantrums by driving by and doing stupid shit and have not stolen a damned thing, despite me leaving my windows down, my doors unlocked, and sometimes i get drunk and leave EVERYTHING open. That is how much these petty thieves suck!!
