I would imagine that any island that pops up in the exclusive economic zone of any country would automatically be theirs. The question would be what would happen if it popped up in international waters?
Scenario A: It somehow was a 5 metre long atoll at any point in the 19th century, then it belongs to the British Scenario B: It has oil/gas reserves. It is American Scenario C: It is neither A or B, it is now Chinese territory and google ceases to exist on an uninhabited island. Also this tiny island will become an archipelago just because.
EEZ isn't the same as territorial waters, so it's not so obvious. If it was outside territorial waters, you could argue the journalist had the rights to it and what Iceland did was stealing

If you allow for crossing rivers, lakes and artificially created canals, I managed to find 22 countries in a straight line (although some of them just baaaarely). Start at almost the westernmost point in Guinea Bissau and walk 12.766km to Ninh Binh, Vietnam! NATO erupts into chaos due to the fact that an African nation claimed a strategically important island that could be used to conquer Iceland and destroy NATO. Tanzania built a military base there and soon, the news broke. The government of Iceland freaks out and declares war on Tanzania, followed by NATO. The African Union would declare war on Iceland and NATO, to back up Tanzania.
You could also do what Italy did with Graham Island, which has risen and sunk beneath the Mediterranean multiple times since the mid-1800s. Just in case it popped up again, the Italians sent a diving team down to plant a flag on the island underwater so it’s automatically theirs if it re-emerges and manages to stabilize.

You cant just sail to isolated islands owned by countries either... they have protocols for visitors. They can get testy if you just drop anchor and hang out on their unspoiled beaches uninvited.
An island could also be formed by artificial construction (which automatically claims it, unless Antarctica, Bir Tawil or Liberland constructed it, or if it is the Principality of Sealand)

What about the fact that many countries have predefined territorial waters? If a new island forms within a country’s territorial waters, i.e Surtsey, which is within that 12 nautical mile limit of Iceland, doesn’t that technically give that country automatic sovereignty?
It's not - that's the world in 1914, and India, Pakistan, Bangladesh, and Burma were all British colonies, with a few coastal cities under Portuguese control.
