For 60-80K budget, a small 1 bedroom unit in the urban regeneration zones in the central Istanbul makes the most sense. Kagithane and Eyup neighborhoods are good for that but you might need to pump up the budget a little bit to get a decent deal. There aren as many new 1+0 options in the market recently due to some laws and regulations. So, 1+1 is still the most meaningful investment option there is.
