The Rinnegan is his base eye, the 6 tomei is the chakra depleting version. That's why you see it deactivate when his chakra is too low

Sasuke already had Itachi's eyes before he awakened his rinnegan

His rinnegan was given to him by hagoromo through sage of six paths chakra but even tho it’s still his eye. The chakra in that eye is not originally his and given how broken his rinnegan is, not being able to deactivate it I think gives some sort of a balance to it

If he had Itachi's eyes we must remember that Shisui gave Itachi his LEFT eye....thus explaining why he can't turn it off

But the eyes are Itachi's, his own eyes are blinded.

Remember Obito put them in for him , he Sasuke asked Obito to transfer his brother’s eyes for him when he was loosing sight in his.

Madara didn't deactivate his Rinnegan rather when he was summoned with reanimation jutsu it would bring the shinobi at their prime Madara obtained Rinnegan when he was an old man

I’m pretty sure Sasuke was shown to have his rinnegan deactivated in “The Last” Movie. Although that might just be an error or a mistake

Hagoromo’s Rennigan was permanent also. It was basically his base form eyes just like Hamura’s Byakugan. It consumes no chakra for them while giving them all of the eyes passive abilities. It’s the same for sasuke. It doesn’t consume his chakra when the tomoe aren’t active because it’s his base from eye and cannot be reverted 🤷🏽‍♂️

Sasuke has his brother's eyes. Number 2 so does Madera .

Sasuke had normal eyes in the last naruto movie when saving hinatas father and then he had a rinnegane later when he blasted the meteor
