He wasn't "locked up". He was in NSD, non secure detention. It's a facility for at risk teens, like a second chance before you actually CAN get locked up. Yeah you can't leave the facility but within staying there for a month you get home passes. Both him and Sha gz was in that, I was also in NSD when I was 14
