You most certainly cannot travel anywhere at any time in Mainland China and this young foreigner will easily find that out if he ever tries traveling around China long enough. A lot of that is for his own safety and a lot of that is for China's safety. Like anywhere else on earth, there are definitely dangerous places in China where foreigners can and do get stabbed to death, beaten up, drugged, mugged etc. Outside of criminal dangers there are plenty of unsafe places in terms of buildings, electrical dangers, fire dangers, severe traffic dangers and food dangers. Like most countries on earth it depends on who you are, where you are, what time, what you might be doing. As a fairly strong rule, most foreigners are doing foreigner things in safer areas where they aren't involved in dangerous places or people.
