Running the tube underground might not be a option because of the catacombs under Paris. These are underground ossuaries which contain the remains of millions of dead people.

Like I e thoughts about that tube under the Eiffel Tower a lot but never really connected it with being weird, maybe, (playing devils advocate), it’s like a giant community garden for Paris and it’s not a monorail it’s a greenhouse. I don’t think that’s what they’re doing here and I doubt that’s what the artists envisioned. But I city wise community garden I think would be a really nice thing, and that feels very Star Trek.

To be fair, Paris was probably decimated during the nuclear wars prior to First Contact. The monorail/pipe thing may have part of the war or recovery efforts considered a historical relic at this point. Still, the pipe guy is sh#t, the menu is sh#t, and the wardrobe is sh#t.

In some beta canon sources. World War III destroyed Paris. In which case the Eifel Tower seen here is a recreation possibly built after the monorail.

You can't even tell it's a menu unless you watch in HD. When I saw this on TV/DVD I thought it was a PADD they forgot to animate.

I mean to be fair, I think this show had a huge budget for a tv show at the time, ig they had to spend it on something so they spent it on goofy props. The mat painting was definitely too dystopian for trek standards though.
