So interesting learning from all the troubleshooting steps you had to do...especially because I'm about to try some world maps (or countries around the world) of course participants!

You're blaming Excel, but Excel is relying on Bing maps for its data. I think some of the Bing data is incompletely populated, which might explain why 3 of the 4 regions work fine. The Bing data is continuously being adjusted. Sometimes I'll open a map that was fine months ago, and today it's broken. Recently the problem was that West Virginia shows No Data. Not the most populous state, but still a state. I didn't run through all of your tricks to make it work, I just sent feedback that it wasn't working right.
Microsoft owns Bing, right? Excel = Microsoft = Bing, sort of. In my mind, it's very similar. I haven't run into the "map that was fine months ago, and today it's broken" issue yet. Someday soon, that'll happen to me, I'm sure. Thanks for letting me know that's normal.
She, they're both Microsoft, but they're in totally different silos. I wouldn't call these issues normal, but I will say they're common. Colleagues in other locales report lots of issues; one gets fixed and two more pop up.
