One doesn't need too much knowledge of vocabulary to be fluent in english..like atleast knowing 3000 words properly would be more than sufficient( most of the words among these 3000 words we already know ) . the main thing is to know the art of constructing a sentence in english. For that one needs to start writing in english. But that is also not the most important thing. The most important thing which needs to be emphasised is speaking. English Speaking comes with practice over time. Even after having a good command over vocabulary, grammar many times people fail to speak fluently. Because at the time of speaking may be they know the words but due to lack of practice or environment proper words are not coming out of their mouth or may be their brain is not functioning like that way. So to be a fluent english speaker one needs to completely focus on english even whenever they are thinking something in their mind. Only by doing so they will be able to be fluent. Its a long process. I would suggest top to bottom approach( first start speaking with whatever minimum knowledge of grammar or vocabulary one has, then eventually over time he or she will be emaluating the proper way of speaking from their sorrounding environment) . nevertheless, your method is also very good sir. But this method ( bottom to top, where 1st student will learn vocabulary and grammar and then they will start speaking ) will take a hell lot of time
