pro tip, there are hotkeys to build railroads by state rather than by province, i think its ctrl + click. same for forts and mass upgrading factories that can support upgrades. look for the tool tips.

If you ctrl+click when building railroads (or forts), you build them in every province in the state in one go. Saves you from (some) clicking.
