Why sanctions won't save Ukraine from devastation | Jeffrey Sachs

Speaking to Aasmah Mir on Times Radio Breakfast, professor and economist Jeffrey Sachs said that he didn't believe sanctions against Russia would have the effect hoped by many.
He said: "there's a lot of experience with sanctions, even very tough sanctions.
"Sanctions generally do not bring down regimes, generally do not even change the politics of sanctioned countries.
"The United States has been sanctioning Venezuela to the hilt for the last nearly five years. President Maduro is still very much in power."
He added that he thought, like many observers, that the US had been provocative over NATO and Russia.
He said: "So many, many close observers, outside of government and some inside of government, said in 2008 'What are you doing?' to George Bush Jr. in making a statement that Ukraine will be a member of NATO.
"A lot of people knew from that moment that that was an extraordinarily dangerous path to follow. And then, of course, things got amplified."

@@levelazn China is is reality a paper tiger and just got a clue of the U.S can do with the monetary system. So, I can assure they will trying to maintain the status quo. China completely ignoring Russia after all the theater they did together is a good indication that sanctions work.

I understand you and empathize but remember America is diverse in many ways. Many do see , feel , and agree with the few voices like Sachs but the U.S and western machine has a way down playing and silencing them. May peace return soon. Thanks for adding to the conversation.

Because Russia have enough oil and gas and military machines to carry on their mission until to the end.they don't have to rely on others to carry on their military action. They also have enough food for living them self. at the end western countries will bow dawn and say now is time for negotiation.

Sachs is right that sanctions don't work. But, he seems to oblivious to the reasons for this war. He still blames Russia for the war, when it as the US that refused to negotiate and left no other choice for Russia.

Negotiate what? The lives of decent east europeans, from Finland down to Bulgaria? The lives of citizens of eleven independent countries? While I generally agree that wars should not be a tool for changing borders in modern times... Ukraine has clearly lost the right to sovereignty over the people of the Donbas. Eight years of civil was has not left the people of the Donbas eager to return to Ukraine, and I don't think forcing them to do so would be in anyone's interests. Ukraine had the chance to be a functional multi-lingual state, and blew it. Time for borders to change.

Ukraine had 20 years of independence and what did they do? They gave all their great soviet industrial complex into the hands of oligarchs who live in Israel or Miami 90% of the time and do not care about Ukrainians whatsoever. Then they kept milking those factories dry, without investing a single cent into them, literally milking them dry. Then they blamed USSR, Russia and Russians living in Donetsk for all their problems. They started by banning Russian from official paperwork and ended up burning people alive like they did in Odessa. So basically they have ruined their own country, got stuck in the poverty of 90s post USSR collapse chaos and then started blaming Russia which have already moved on and modernized. Ukraine is a state of not very smart people from villages who barely have 4 grades of school education, no wonder they failed.

@The Chloromancer Ukraine was and is a multilingual state. There are no limitations towards using the Russian language. Even today! They just did not and don't want to have two parallel official languages. Russia used this as a pretext to invade in 2014 and 2022. The real Nazis live in Russia, not Ukraine. Therefore the claim of Ukraine to get back its territory is absolutely rightful.

I think the point here is to emphasis the diplomacy instead of economic sanctions, while economic sanctions still remains as a powerful method.

I'd like to see how your idea weakens Russia? It disent. In fact, it strengthens him and it makes you look like a fool when you can't afford to fill your car. The sanctions that would work are on weapons shipments to Ukraine for anyone caught escalating the conflict. We need the well meaning warmongers to be muzzled and negotiation to break out. Think of it as erecting a scarecrow to protect a crop of fruit.

You are absolutely right and most agree with you, except for the leaders of the collectively West. What said it all is, there are more than 6000 sanctions in all aspects such as economic, financial, trades, cultural, history, political class, military, food, sport persons, arts, people, business, Russian assets, religious leaders, etc. Such mother of all sanction is maximum war in attempt to cancellation of a entire civilation which shut all hope of any dialogue. Such extreme sanctions has repercussions with dire consequences.

That’s absurd. Neutrality is just an excuse to take another country apart piece by piece … Ukraine was a neutral country before 2014. Neutrality is just a way of saying that no one guarantees your sovereignty in any way. And you are thrown to the wolves… unless you have a very strong army or nuclear arsenal to maintain it. True neutrality would mean that all Russian or foreign troops should leave Ukrainian soil. And that would never happen from Russia side.

You don't know Jacksh*t about what happened in Ukraine in 2014,the US sponsored a coup and democratically elected President Viktor Yanukovych (an ethnic Russian) was removed at gunpoint. Then the civil war started in Luhansk and Donbass.

@@childofeternity that’s BS… Russia was waging war from 2014. When Ukraine was neutral. Actually Ukraine asked Russia to remove its fleet from Ukraine territory to remain neutral. Neutrality only works when you can eradicate any foreign army force on your territory and no one may enter your land. When Russia began to establish its military bases on Ukraine soil, that’s when neutrality ended and occupation started.

After the US lied to Russia about NATO expansion eastwards - and placing weapons systems right on Russia's doorstep, a line was drawn in the sand re Ukraine. After the US-backed coup of 2014 Russian-speaking Ukrainians were discriminate against and terrorised. Hence Crimea and the Donbass desire for autonomy and in Crimea's case, to get outta of there and re-join Russia. The Minsk agreements were never enforced by Ukraine. With US backing that is too... so once again the Russians/Putin were being shafted. But of course, the citizens of the Donbass were directly in the firing line. On Feb 16 Ukraine started shelling the Donbass. What did Biden say about that? Silence. For days they continued. On Feb 21 the Douma asked Putin to recognise the independence of the two Donbass republics which he finally did. On Feb 23 those republics asked Russia for assistance (protection) and on Feb 24 Putin invoked Article 51 of the United Nations Charter, which provides for mutual military assistance in the framework of a defensive alliance. The U.S. kept quiet about Ukraine starting this war in order to make Russia's part seem unprovoked and illegal. History will not judgeBiden - and all those in the West who acted complicity with him - with kindness.
