If you can afford(financially) to study in Netherlands, I would highly recommend. There are quite a few indian students who study Bachelors here. It will be hectic interms of course work in the first year and after that it will be easier to transition. Your question is not clear. Reputed Uni per say is not applicable unless you are from IITs. Most uni in EU accept students from other popular private unis or popular govt colleges because the alumni who studied in that EU uni created a good impression and laid the foundation for prospective students. So they have a benchmark to evaluate. If you are the first one from Uni, it's going to be hard to get admit unless you have a good GPA. Getting an admit with paper is not the right way, most professor know the diff btw what is an actual research output and wannabee paper publisher.

NL is good for Tech related field. It's good place to study as the courses are content rich. NL has additional advantage of being a English speaking country(compared to other EU nation) We have little knowledge on Env science job opportunities, so can't comment on that.

It's hard to tell just with cgpa, u ll defnitely get admission in top unis. Scholarship has many parameters to consider. U ll nvr know until u apply and also CS FIELD has highest competition. Apply to ur dream uni and see. But 8.3 is a good GPA
NL doesn;t have MCA kindof courses. Non-technical courses in NL is provided by Applied Science Colleges. I am not sure about the job prospects here from those colleges.
Courses are highly competitive in NL. You can try in Italy where they accept medium of instruction certificate obtained from your University. But the down side is job market and salary are not so good. If you want to get higher paying jobs in EU, Germany and NL are the best option as of now.
Your scholarship depends on many things. If you are from Mining engineering and from IIT, you could get scholarship with 60%. Let's say you are from CSE and some private institutes the chances of merit scholarship is less likely. There are other option such as need based scholarship in Italy. Do check other videos. In all likelyhood, you will never know until u try.
