The Wilson Administration may have realized that the Spanish" flu had nothing to do with Spain, and actually originated in Kansas, near Fort Riley, which was a prime training ground for US Army troops bound for Europe. To speak up about that would probably be regarded as sedition, and a violation of Federal law.
