I think after 20 minutes you get different rift scuttle and blue and red buffs that spawn. The new scuttle grants true vision to a large area around it and the red and blue buffs apply to whole team

Yes, It spreads all targets regardless Brand is a great counter for Champions who became invi because of easy way to spread his E and passive shows up where the enemy is
