When we talk about the "runner" and "chaser", we often define it so black-and-white that we forget this powerful truth: we are both the runner and the chaser. There's an ever-present push/pull energy between twin flames, especially in the early stages as the divine feminine and divine masculine is coming into balance + harmony.
