I am just replying you from the previous instances of how it all works. Now, consider this. The Supreme Court itself, along with many other High Courts, has time and again given Strong Judgements (i.e. strong majority in multiple Judge bench) directing various State Police Departments and other Law Enforcement Agencies to install and maintain CCTVs in Police Stations and other relevant Agency Facilities. Still you see many Police Stations are without or with (but not maintained) CCTVs. Does the court ever punish or freeze the Police Works?? No, right? Why? Because working of a Police Station is a day-to-day necessary work of the Police Department, a Government Office. A similar example can be taken from Public Grievances handling in PMO and CM Offices - many directions from courts but in the end the work has to be done by the respective system only, court has no time or resource (i.e. Government Machinery) to manage their daily works by giving directions on all small things. This is what I was talking about. The court itself admits that Gov Offices cannot be run under constant interference from courts or other non relevant offices. I didn't mean SC doesn't have Jurisdiction over it, I meant SC doesn't have time and resource for this. This is why I wrote "SC won't..." and not "SC can't..." (as you took my statement to be).
